If you look on the IRB manin website (irb.com) there is a section on ELVs and you can download a PDF booklet which goes through all the ELV's and their implications.
Don't forget that in a few weeks the IRB will announce which ELV's are staying and which will not be adopted.
At the moment the non ball winning scrum half has three choices:
- They can follow the ball as it travels through the scrum but must stay behind the ball
- They can retreat to the back of their scrum but they cannot move away from the scrum
- They can retreat 5 m's behind their scrum but cannot move back once they are there.
