If you look on the IRB manin website (irb.com) there is a section on ELVs and you can download a PDF booklet which goes through all the ELV's and their implications.
Don't forget that in a few weeks the IRB will announce which ELV's are staying and which will not be adopted.
At the moment the non ball winning scrum half has three choices:
They can follow the ball as it travels through the scrum but must stay behind the ball
They can retreat to the back of their scrum but they cannot move away from the scrum
They can retreat 5 m's behind their scrum but cannot move back once they are there.
I hope this helps.

QUOTE%3A "They can retreat to the back of their scrum but they cannot move away from the scrum."
ELV ruling 4 of 2008 states that the non ball winning scrum half CAN move away from the scrum once he has retreated behind the offside line (back foot) of the scrum.
In Summary
1. Both scrum halves must take up a position on the same side of the scrum as the
scrum half throwing in the ball (the scrum half not throwing in the ball may be
positioned behind the offside line for the non participants and must stay there until
the scrum is over).
2. After the ball has been won the scrum half of the team who has not won the ball
who was positioned next to the player throwing in the ball can do one of two things%3A
a. Follow the ball whilst remaining on side
b. Go directly back to the hindmost foot in the scrum and then take up a
position ANYWHERE behind this offside line.
