I think the best way to approach this new rule is through attack vs defense drills, getting the players use to a quick turnover of the ball.
A 7 on 6, attack vs defense would seem the easiest way to drill the new rule in, using remaining players as ball patrol. This will allow almost constant play to be maintained, as well allowing the fresh players on ball patrol to dictate the game speed.
As energy levels drop, players are more likely to forgot the new rule and this should be allowed for as the drill moves on.
Remember to swap attackers and defenders around, as well as changing the ball patrol every few minutes. It may be best to run this drill multiple times during pre-season, splitting the drill up through coached water breaks (i.e talk to the players while taking fluid on board).
