Any time you are stationary, defending a channel (preventing a pass) or protecting a board (again, preventing a pass) you should get your hand on the ground. Lifting your hand reduces the effectiveness of the block and allows more opportunity for your opposition to succeed in their pass.
This same principle can be used in attack to open passes, move with the ball and force defenders to get their hand up so they can move with you and you have opened some angle to enable your pass.
