I think footwork definitely comes more naturally to some than others. Improving footwork can be done with agility training, have a look at the Sportplan agility section or there is an agility and running skills section on Sportplan Rugby.
In terms of beating a defender, I think it is important to have a plan when you are approaching it, what way are you going to make the defender think you are going and what way are you actually going?
