I have an a kid deaf and dumb in a group of 31 kids in teh summer camp, How can I teach the basic skills to him with out make feel diferent?

Obviously a challenging situation for you but one with a solution.
Children are surprisingly good at helping each other, especially someone with learning difficulties. I would suggest that you pair up this child with another who is willing to help them. There may well be a number of children who want to help and so you could arrange for this to be shared so that not one child has all the responsibility.
Being unable to hear and speak means the child will learn through seeing what others do so try to ensure that you clearly demonstrate every task you set.
Remember that having learning difficulties does not mean you are lacking in intelligence.
