Short answer: no

Not much longer answer: many of the laws are specifically modified for variations of the game, such as U19, 7s, 10s. The 7s version of Law 20 states

20.1 Forming a scrum (e)
Number of players: three. A scrum must have three players from each team. All three players must stay bound to the scrum until it ends.
