About the problem of very frequent and dangerous high tackling, I would ask, very humbly, to put a band over the rugby jersey, at shoulders level, red or yellow or phosphoric color. Obviously the rule should be: never, never over this band and violation should be punished by: penalty(only in absolutly innocuous cases), penalty+yellow card, penalty+red card.
