if they are for training purposes, they do not need to be irb approved. Only matchday apparel needs IRB approval.
I have bought some as well for my under 16 to use I am intending to use them in matches the IRB tab I believe is for padding.Taping is expensive(about £8 per game) so the supports are good value.
The Law states Regulation 12.4 Baned items of clothing that a player must not wear any item that is thicker than 0.5cm when uncompressed. This includes any fabric used to secure the padding. Referees have been asked to apply this as any other law. Ask yourself do you need tape ? Why not jump for the ball rather than be lifted.
I have been spending money like water on elastic bandage strapping because i was told the kooga supports i had bought were only training legal, however this year gavin thomas of the newport gwent dragons wears them and so did all of the russia lineout forard during this years world cup, so has the law been passed to allow them? as the refs obviously would've checked the strapping/supports at that, the highest level and theyre playing with them.
