What's the best way of choosing a winning team in National trials?

What is the best way of choosing a winning team when playing for u15 Nationals (in a smaller country) and what does the International Netball Rules state regarding this? When only 8 teams/regions are playing for nationals. 1. Does the team with the best goal index win or 2. Does one do play offs%3A i.e. semi finals and finals. PS%3A there was only one leg with 8 teams, so it wasn't necessary for more than one leg. What would the fairest way to do this also???
