Hi Christine,
You must only be 3ft away from the shooters LANDING foot, therefore if she steps in, as long as you are 3ft from the foot she landed on, you do not have to move. This means it can actually benefit the defender by the shooter stepping in, as they can be closer to the ball and put more pressure on without getting pulled up.
However, sometimes the shooter can step in quickly, before the defender has had a chance to set up their 3ft distance. Nevertheless, if you know where the shooter landed you will only need to be 3ft from that spot.
